Air Enforcement: Missouri Department of Natural Resources and Sullivan Aluminum Parts Processing Facility Enter into Administrative Order on Consent

The Missouri Department of Natural Resources (“MDNR”) and Huggins Metal Finishing, Inc. (“Huggins”) entered into an April 22nd Administrative Order on Consent (“AOC”) addressing an alleged violation of an Air Permit. See No. APCP-2025-022.

Huggins is stated to own and operate an aluminum parts processing facility used in the aerospace industry located in Sullivan, Missouri.

The facility is stated to operate pursuant to Missouri Air Conservation regulations and an Intermediate Operating Permit which states:

…an installation's right to operate shall terminate upon the expiration of the permit, unless a complete permit renewal application is submitted least six (6) months before the date of expiration, or unless the permitting authority takes final action approving an application for a permit renewal by the expiration date.

The Intermediate Operating Permit is stated to have expired on August 15, 2024, and Huggins was required to submit a complete renewal application by February 15, 2024. MDNR is stated to have not received a complete renewal application until July 2024.

The AOC states that Huggins failed to submit a complete operating permit renewal application at least six months prior to expiration of OPP2019-026. Therefore, it is stated to have been operating without a valid Operating Permit.

A civil penalty of $3,750.00 is assessed.

Huggins must continue to operate under the Intermediate Operating Permit subject to all permit conditions and requirements, until the new operating permit is issued.
